The Utah Council on Conflict Resolution (UCCR) is pleased to present the 2016 Peacekeeper Award to Judge Royal I. Hansen, Third District Court.  Judge Hansen has been an outspoken advocate for the use of Alternative Dispute Resolution in the Utah Courts.  For the past 11 years, Judge Hansen has served as Chair of the Utah Judicial Council’s Ad Hoc Committee on Alternative Dispute Resolution. His reputation as an insightful judge and judicial leader has been invaluable to the advancement of alternative dispute resolution in our community. Through his dedicated leadership of the ADR Committee, Judge Hansen has been instrumental in accomplishing many important goals including; 
  • Revision of the Judicial Council rule dealing with the referral of civil cases to the ADR program (UCJA 4-510) to encourage greater awareness and use of ADR in civil cases.
  • Inclusion of the ADR requirement in the Utah Rules of Civil Procedure, Rule 16.
  • Presiding over the ADR Committee’s creation of a Utah Mediation Best Practice Guide, bringing the collective wisdom of experienced local mediators together with national standards and Utah rules, statutes and case law in a concise, user-friendly document for ADR providers, advocates, trainers and judges to use as a reference and guide. 

Judge Hansen was appointed to the Third District Court in July 2003 by Gov. Michael O. Leavitt. He serves Salt Lake, Summit and Tooele counties. Judge Hansen received a law degree from the University of Utah College of Law in 1975. He was a law clerk for Judge Frank Q. Nebeker of the District of Columbia Court of Appeals from 1975 to 1976. Judge Hansen was a partner with the law firm of Moyle & Draper from 1976 to 2003. He was admitted to practice in the District of Columbia and Utah. Judge Hansen served as the Presiding Judge of the Third District Court from 2011 to 2015. The Utah State Bar selected Judge Hansen as the Judge of the Year in 2012 and a recipient of the Judicial Excellence Award in 2015. Judge Hansen is a Fellow of the American Bar Foundation. He currently serves as the chair of the Judicial Council’s Alternative Dispute Resolution Committee and as co-chair of the Utah State Bar Pro Bono Commission. Judge Hansen previously served as a member of the Utah Supreme Court Committee on Civility and Professionalism, the Salt Lake County Criminal Justice Advisory Council, the Utah Supreme Court Advisory Committee on the Rules of Professional Conduct, as an examiner with the Bar Examiner Review Board of the Utah State Bar, and as a Commissioner on the Utah Judicial Conduct Commission. Judge Hansen is the founding judge of the South Valley Felony Drug Court and the Utah Veterans Treatment Court. He is a member of the Aldon J. Anderson American Inn of Court.
